I am half White Hispanic and half Middle Eastern, If I'm with a White European, is it interracial?

I don't consider myself White, to me White means pale, European, light but I'm darker than most Whites in this country, but lighter than most Hispanics. I don't care about the race of ethnicity of my partner, but what could be considered an interracial relationship for me?

No, not really.
If you're "white Hispanic", theny you're white. Do keep in mind that Hispanic is a cultural term, not a race. Now, regarding your Middle Eastern side: most people are surprised to know that Middle Easterners, while not exactly "white", are in fact closer to whites than any other race. I have been to the middle east and have met many Arabs that can reasonably pass for Italians and Greeks(especially Lebanese & Moroccans).
To me, this is an intercultural relationship, but not interracial.
